Steven Lock-Campbell is a Project Manager in the Warehouse and Commodity Management Division (WCMD) of the U.S. Department of Agriculture’s Agricultural Marketing Service. In this role, Steven supports WCMD’s technology transformation as the Program Manager for the Electronic Warehouse and Commodity Management Data (eWCMD) Application, as well as acting as a senior advisor to WCMD leadership on information and technology.
eWCMD is a custom-scoped application built using ServiceNow’s AppEngine. eWCMD’s implementation was a multi-year, multi-million dollar effort that replaced seven legacy systems, including COBOL mainframes, MS Access Databases, and numerous paper-based processes. In addition to his eWCMD responsibilities, Steven is the Freedom of Information Act (FOIA) and System Access and Authorization (SAAR) point of contact, a Mission Area IT Inventory Lead, and Box System Administrator for WCMD. Steven also led the digitization effort of 2.2 million pages of records, a leading project to comply with OMB M-19-21.
Hailing from northwest Missouri, Steven attended Southeast Missouri State University, earning a bachelors in Agribusiness. Steven sits on the Customer Experience (CX) Program Advisory Board at Missouri State University and is an active member of the Agribusiness Council of Kansas City. Steven is a recipient of a Farm Service Agency Harvesters Award, and recently an AMS Administrator’s Award for the successful development and deployment of eWCMD.
