Dr. Ron Black

Dr. Ronald L. Black is a 2014 graduate of Colorado Technical University with a Doctor of Management in Environmental and Social Sustainability. He earned a Master of Arts in National Security and Strategic Studies from the Naval War College in 2007 and a Master of Science in Petroleum Management from the University of Kansas in 1994. He is also a graduate of Western Illinois University, the Joint Forces Staff College, Northwestern University’s Kellogg School’s Executive Leadership Development Program, and the Federal Executive Institute Leadership in a Democratic Society.

Ron’s civilian experience includes Chief Risk Officer at the Defense Logistics Agency (DLA) (current), which provides global logistics support for DoD, U.S. Federal Agencies, and partner nations; Management Analyst/Resource Officer for the Office of the Chief Management Officer at the Office of the Secretary of Defense, provided resource and risk management support; Chief Resource Manager for the United States Forces Afghanistan Combined Joint Intelligence Services in Bagram, Afghanistan; Management Analyst/Transportation Policy for the Office of the Undersecretary of Defense Acquisition, Technology, and Logistics; Deputy Director DLA
Energy Middle East in the Kingdom of Bahrain, provided fuel support to U.S. Forces, State Department, and other Federal Agencies, as well as partner nations in the Region.

In November 2009, Ron retired from the U.S. Navy as a Captain after 25 years of service. His active-duty assignments included Commander DLA Energy Pacific, Pearl Harbor Hawaii; Supply Officer USS Dwight D. Eisenhower (CVN 69), Norfolk VA; Deputy Direct, Customer and Weapons Systems Support, DLA Aviation, Richmond VA; Integrated Logistics Support Officer, Commander Naval Air Forces, Norfolk VA; Assistant Supply Officer, USS Theodore
Roosevelt (CVN 71), Norfolk VA; Supply Officer, Shore Intermediate Maintenance Activity, Alameda CA; Fuel Director, Defense Fuel Supply Point, Richmond CA; Supply Officer, Commander Submarine Group 6/10, Charleston SC and Kings Bay GA; Stores Officer, USS Simon Lake (AS33), Holy Loch Scotland; and Supply Officer, USS Dace (SSN607), Groton CT. While on active duty, he was designated as a Naval Aviation and Surface Warfare Supply Corps
officer, as well as a Submarine Supply Officer.

Dr. Black became the Chief Risk Officer at DLA on August 1, 2021.

His awards include the Legion of Merit, Joint Meritorious Service Medal (3), Meritorious Service Medal (2), Defense Meritorious Civilian Service Award, Joint Civilian Service Commendation Award, Joint Meritorious Unit Award (2), Navy Commendation Medal (5), Navy Achievement Medal (3), Blue “E” Award for Supply Excellence (5), Golden Anchor for Personnel Retention (2), various Unit Ribbons and Awards, the University of Kansas Oswald Executive Lecture Series Award, and the Key to the City of Richmond CA (personal favorite).

Ron is an Adjunct Professor of Military Studies and Intelligence Analysis at American Military University and a former Assistant Professor of Logistics and Supply Chain Management at Colorado Technical University.
