Howard has served as the Business Owner for the ServiceNow platform at the FDIC since 2020. In this capacity, he is responsible for leading matrixed staff and teams to ensure the agency realizes the business benefits expected from the investments in the platform. Since 2020, capabilities spanning asset management, COVID 19 responses, strategic portfolio management, space utilization, employee benefits, security incident and vulnerability response, and continuous diagnostic and monitoring support have been delivered. His current span of influence includes vision, roadmap, fit for purpose analysis, prioritization, and leading improvements to provide a reliable platform for decision making and driving action.
Previously, he was Section Chief for the Program Management Office within the Division of IT at FDIC. The section was responsible for stewardship, coaching, and improving governance for IT portfolio, program, and project management practices. Before transitioning to federal service, Howard served on the leadership team and as a principal consultant for the consultancy Noblestar. He led service delivery to private and public sector firms within the financial services, pharmaceutical, entertainment, health care, defense, and telecommunication sectors.
Howard holds an MBA from the George Washington University and a BS in Engineering from the Pennsylvania State University.
